Rail Tec Arsenal was established as the operating company of the Vienna Climatic Wind Tunnel by leading European rail vehicle manufacturers and Österreichisches Forschungs- und Prüfzentrum Arsenal GmbH (now: AIT Austrian Institute of Technology) under a PPP model.
